Boys & Gals - Monday is the day
By N Cutting | Wednesday, February 01, 2012, 09:03
The Town Council will be considering what to do about the parking in the town on Monday evening. Needless to say, if implemented, they still have no idea where the existing vehicles will vanish to.
Remember that the election is still just over 2 years away, so by that time you might have forgotten who did it, but the longer they leave the decision, the more chance of rejecting any idea of improving on-street parking facilities. I did notice that the Borough will take the money and administer the scheme(s), it will only cover their costs (please mister, can I have some of that?) as it can't make a profit - the only Council in the country that won't, I suspect, but I'm a trusting little soul.

ReportSomething else for you to consider - my submission to committee that was not distributed at the meeting, together with the text of my verbal comments cut short due to lack of time (mind you, the whole meeting was over well before 9pm!).

ReportAt the end of the day, HCC have the final decision as far as I know. The Town Council devolved all powers (and property etc.) to the new Hemel Hempstead Council following reorganisation in the early 1970's. Like yellow lines, the Borough has devolved powers from County to administer bits of highway management. In the real world, the Town Council can come up with an idea, then it goes to Borough who then consider and suggest to County it would be a good idea. Democracy wins. This is why you can blame County for the state of the roads, but anyone can suggest a road is repaired (including the Town Council). Changes to parking arrangements have to go through a formal consultation process which the sub-committee 'agreed' to last night. This should be ratified by full Council in March, but I noticed some non sub-committee members were at the meeting last night as we all know that residents are wedded to the motor car. I expect the 'consultation' will go the same way as the Hemel Hospital 'consultation' process which somehow come down in favour of what the hospital wanted rather than what the 'customers' want and need. They hid behind the small detail that they have to go out to public consultation - but don't actually have to take any notice. Not that this would happen with residents parking, would it?

ReportDo you know if it is actually within Berkhamsted Town Council's powers to introduce a CPZ, or does it have to be approved by Dacorum Borough Council (who manage Hemel's CPZs)?

Report"I've lived here since........" seemed to prefix most of the comments by the public. Sadly, I din't have the choice. I'm off to Oxfordshire shortly and will report back on the meeting later. If you have any queries e-mail me on normcall@uk2.net or log in and post on the berko.boardhost.com any comments/queries. Look on the bright side, most decisions by sub-committees have to be confirmed by full council who next meet on March 19th!
