Only a Council can spend like this

I was talking to an elderly lady the
-
better one!
other day and she was really pleased the Council has installed a hand
rail for her.
It's just a pity that she cannot use it
due to it being out of reach – see photo.

I think the rail nearest the road was installed a while ago and the recent one is separate - as I say, plonked in the grass, but it must have been easier and cheaper just to bolt a rail to the existing uprights.
It reminds me of the 'path' they put in in Hilltop Road at an angle on a slope (between the steps near the garages (opposite the 'shop' car park) and the path to Woodlands Ave).
The idea was to help elderly people avoid the steps. Only, they forgot that to keep it flat a retaining wall would need to be built, so it ended up with about a 25 degree slope sideways as well as upwards. Then the landscape department complained that it broke up the grass cutting flow and it disappeared almost as quick as it appeared. No I don't make these things up - honest!

ReportThat is spectacularly ridiculous! And does it go right through the shrubs as the photo suggests?! Not terribly helpful unless she wants to start climbing through her hedges to get home!

ReportIf you look, it's in the garden, the other side of the posts holding up the 'car port'.
It's about 2 foot away from where you could walk easily and she was only little.
It would have been better just to bolt to the existing upright posts.
The photo actually shows the rail right up to the front door, but the site seems to crop everything.
