Anything like this, go to the Town Warden, Jim Watts, and copy to the Town Cl;erk, Alan Kemp (jim.watts@dacorum.gov.uk; cc alan.kemp@dacorum.gov.uk). If it's not in Jim's bag, he will know who to go for. I recently reported a problem with litter along Lower Kings Road to Jim by 10 a.m., and by 4 the same day, it had been cleared away.

Don't hold your breath. The bridge is actually the responsibility of HCC and last time it was 'tarted' up it took ages to just get permissions from BW and HCC to apply some paint. This is just another case of passing the buck. DBC and BW are currently swapping stories about who is responsible for the 'Waitrose' Bridge. There is even concerns that planning was part of the blanket rush of DBC to impose Waitrose on the old mantle factory site. We won't talk about footpath 27 which is supposed to run along the river bed (you you really can't make this up, can you?) Best would be to check the BTC archives - oh, I forgot, they removed them from the web-site and the DBC ones only start in the mid-2000 (obviously to protect the guilty, I expect). I'd better get back to being ill, before I get carried away!
I did warn you. Anything that might mean spending money is difficult to get anyone to admit responsibility. Don't even think about worrying about the railings/lights/trees growing out of the wall alongside the canal in Lower Kings Road! Even when we found out, the excuses are legendary.
Got a reply from Jim Watts who told me he was off work last week. The key part of his response is "I WILL GET BRIDGE CHECKED BY TOWN WARDEN AND DEALT BY HIM IF POSSIBLE OTHERWISE I WILL REPORT TO RELEVENT AUTHORITY." So hopefully the bridge will be cleaned up quite quickly. Unfortunately there does seem to have been an increase in graffiti on a number of the canal bridges / tunnels through Berkhamsted in recent years.
