    I took my car out today as I had a heavy weighted item to collect and my arms would have been draging on the floor by the time I got back if I'd walked.     I was walking me dog this morning and still having to stroll along the 'road' as the 'pavement' was occupied by vehicles and black containers containing rubbish and a weeks worth of beer, spirit and wine containers and the little light bulb moment came again.     At the end of last year County resurfaced Sugar Lane from Bourne End to the meeting of Long Green. This is a Public Highway all the way from Bourne End to Swing Gate Lane and therefore motorised vehicles need insurance, motor vehicle licence and drivers need a valid driving licence - just like wot proper motorists on the tarmac roads do.     I see the Town Council has jumped in with both feet once again with the street lighting difficulty. The way the new switching works is: Note dusk time Note dawn time Divide by 2. Next day turn lights on at dusk, leave on until operation 2 Leave off for about 6 hours and switch on if light detector says it ain't dawn.
