Users opinion of new car park
By N Cutting | Friday, July 16, 2010, 11:02
I have received the following from a lady who is a regular user of the station car park:
The screening is going
up. I may be wrong but during the summer the tree canopy is so dense
I doubt you could see the car park from the gardens in Bridgewater Road and
during the winter I think the solid high level fencing screen would be more
oppressive to the residents the relatively flimsy metal car park structure
which is several feet lower than the screen.
I can report that when I was going through the car park at 11.30pm
yesterday it was well lit especially under the upper level. The company
has also installed a lot (in my opinion) of CCTV cameras (don't know if they are
recording yet) but I felt safer than in the past (when I didn't
really feel unsafe anyway)!
I've been impressed with the way the work has been done and the
contractors have been very helpful directing cars when
necessary.
All I would like to hear now is that the charges are going
down!

If you think you have a parking problem in your road and you haven't had one of the Town Council questionnaires, then go to:
http://tinyurl.com/28gvc5w
and complete it.
I was going to, but my road doesn't have any real problems apart from the recent habit of parking on the pavement. Anyone know why this happens? Our lack of problems might be because all the homes have space to put vehicles on their own property. Or it might be because I live here, as roads around seem to have drivers who not only park on the pavement, seem to be unable to reverse or even drive onto their drives, let alone actually get into their garages. Those who do not have drives, do have a problem and I do sympathise.

ReportAs I said, The Town Council can ask all they want, the decision starts at Borough level, will need support from the community, County and the police.
Like many other organisations in the town they are mainly 'consultees' but look after the allotments and act as a satellite of the Borough Council. It does have one big advantage over the Borough Council though, they can raise any amount of money to be spent for the benefit of residents. Local government can be very challenging, particularly at Parish level (that is what the Town Council actually is) and needs a creative mind to get the best for the town. I used an act of parliament dating back to before 1900 to get the De-Lisle clock working after 20+ years of being told it couldn't be done.
The Town Council have done a lot of work on the towns parking, but seem to lack the political will to actually solve it - I can't think why!

Report"Apparently all the parking problems are between Cowper Road and Kitsbury Road and their 'questionaire' was circulated in that area." I don't live in that area, and I don't park my car their either (I cycle to town if going, otherwise I only use the car to drive out of town, e.g. to Watford). The town council (it was the Berkhamsted Town Council and not the county council) delivered a flyer with questionaire (2nd in the last 3 months) to all the houses in my street and the streets near by.

ReportI believe the Town Council are doing their usual trick of thinking they know what they are doing. Apparently all the parking problems are between Cowper Road and Kitsbury Road and their 'questionaire' was circulated in that area. I did hear that they were going to do a survey of parked cars, find out where the 'owners' are living and then you have 'commuters' - not! I have photographs cars blocking the pavement and the comment came back that HCC 'allow' cars to park on the pavement as long as at least one metre is left clear - my photos were on vehicles where I had to squeeze past or go into the road. Mind you they were not in Cowper Road etc. either!. I have also gone out during frosty weather and noted the numbers of clear windscreens (not a lot gets past me, ya no).
Turning to 'residents parking', this has nothing to do with the Town Council, only the police (Brought up at a meeting and they backed away), the County Council (it will cost money!) and the Borough Council (do residents want it?). As soon as residents find out that you pay for the right to park in a marked parking bay (the only legal way to park on the public highway) and not 'your' parking bay, it's not surprising that enthusiasm suddenly disappears. Oh, and more permits than spaces are issued - good eh?
As I say, we have to decide what we want and until that happens, nothing will happen (except spend our money). Me? Enforce existing highway laws and the problem will go away - you won't like it, but it's your decision. Do I hear a referendum being called under the new government proposals to devolve power? Not likely, somehow, 'they' will make sure 'we' can't afford it - believe me, I've been there!!

Report@ Crozzie: The 40 pounds was from a Towncouncil consultation document delivered to some (but it appears not all) residents in berkhamsted about introducing resident parking permits. It appear that this will also be introduced with marked parking bays, some of which will be on the footpath. The town-council have provided no justification for the fee, but indicated that it will be required to avoid parking fines in various streets if you are a resident. Surely the idea would be to focus any solution on the problem - rather than asking residents who suffer at the moment pay the price. I for one, live in a street over a mile from the area in question, where there is absolutely no parking problem and is too far from the station for people to want to park and walk and yet we would also be asked to pay this residents parking permit fee.
Yes, I agree the problem needs to be addressed, but a) it needs to be kept in perspective and b) focus on the cause of the problem. If it is the students then a solution around student parking should be found, if it's commuters then similarly a commuter solution should be found. We need to be a bit more imaginitive in our problem solving rather than just introducing money making initatives that experience shows do not solve the problem.
